Germany's Cannabis Market Hits €1.15bn in 2026 as Regulatory Uncertainty Mounts
Decriminalisation has not produced a retail market, and operators now face stalled reforms, shrinking insurance coverage, and a club system that covers less than 0.1% of consumption.

Germany's cannabis market reached €1.15 billion in 2026, according to Business of Cannabis and Prohibition Partners' European Cannabis Insights 2026, but the legal landscape remains far from the retail-style legalisation seen in Canada or US adult-use states. The April 2024 Cannabis Act decriminalised possession of up to 25 grams in public and 50 grams at home, along with home cultivation of up to three plants, yet commercial sale for adult use remains prohibited.
The non-commercial cannabis club system, legalised in July 2024, has fallen dramatically short of government projections. Berlin had targeted 1,000 clubs in the first year, but as of August 2026 only 455 clubs have been approved, with 896 applications still pending. Modelling suggests clubs would cover only 3.5% to 4.3% of estimated German cannabis demand, and actual club-sourced supply remains under 0.1% of consumption today.
Medical cannabis has driven the market's growth, with prescribing volumes increasing an estimated 3,000% between March 2024 and December 2025 after cannabis was removed from the Narcotics Act. Private prescriptions now account for roughly 75% of the market's value, while statutory health insurance coverage fell below 25% after cannabis flower lost GKV reimbursement eligibility from July 30, 2026.
Regulatory pressure is mounting on the medical sector. The federal Cabinet adopted draft amendments to the Medical Cannabis Act in October 2025, aiming to mandate in-person consultations for new prescriptions and ban mail-order flower delivery. The bill passed its first Bundestag reading in December 2025 and went through a Health Committee expert hearing in January 2026, but second and third readings have still not been scheduled.
For operators, Germany remains Europe's largest cannabis market by a significant margin, but the low-friction growth of 2024 and 2025 is facing continued pressure. Businesses built around telemedicine-driven volume growth, cheap imported flower, or GKV reimbursement now face a market recalibrating with no clear timeline or guidance on what will change and when.
